BRADFORD’S Environmental Health team is objecting to a fast food restaurant’s bid to serve hot food and drink until 2am.

A branch of Bradford-based burger chain Mahmood’s, in Oak Lane, Manningham, has applied for a licence for late night refreshment from 11pm to 2am daily.

But Jeanette Howarth, of the Council’s Environmental Health team, has written to Bradford Council’s licensing panel, raising her concerns at the plan.

Businesses need both planning consent and a late licence if they want to serve hot food into the early hours.

Ms Howarth’s letter says the premises do not have planning permission to be open until 2am, and in 2009 had applied to vary a planning condition to allow later opening.

It says: “The Council refused the application as it was deemed it would be detrimental to the amenities of local residents by way of noise, vehicular activity and general disturbance late at night and in the early hours of the morning.

“I am aware that the premises have been operating in contravention of the above planning permission and complaints of noise have been received by Environmental Health.

“The issue of operating without a premises licence were also brought to the attention of Mr Mahmood in June 2016.

“The premises are located exceptionally close to existing residential accommodation and the types of noise i.e. vehicular activity, customers slamming doors and shouting outside of residential properties have been brought to my attention.

“I have no enforcement powers to tackle this type of noise.

“I would therefore advise that you consider this when making any decision on whether to grant the premises licence until 2am.”

No-one from Mahmood’s was available to comment when contacted by the Telegraph & Argus, but the restaurant’s application says they take a variety of steps to minimise their effect on the neighbourhood.

It says: “We regularly pick up litter around our premises. We have no loading or unloading arrangements late night.

“We do not use external areas after 8pm. We have notices advising our customers to leave quietly.”

The licensing panel meets to consider the application at Bradford City Hall at 10am on Wednesday.
