THE leader of the Conservative group on Bradford Council did not break any criminal law by using the authority's stationery as part of an election campaign, members heard tonight.

Councillor Glen Miller used 1,395 sheets of paper and around 900 envelopes from Council resources when writing to constituents seeking re-election in the Worth Valley in May.

The issue was raised in public question time, but Councillor David Green, leader of Bradford Council, said it was the Council which had acted unlawfully in the use of its resources, and not the individual member.

"The use of resources in this way is a breach of the civil law but not of the criminal law," he said.

"In those circumstances, there was no basis upon which to report the matter to the police."

Cllr Miller reported himself to the Council's Monitoring Officer for breaching its Code of Conduct, and the authority's governance and audit committee is also conducting a formal investigation.
