10:15am Tuesday 1st March 2011 in Keighley By David Knights
An historic hall has been officially handed over to community groups by Bradford Council.
Central Hall, in Keighley, has been reopened as a community centre following a £1.8 million renovation.
The former Methodist church, in Alice Street, provides a base for several organisations as well as a cafe, meeting space and function rooms.
It will be run by Keighley and Ilkley Voluntary and Community Action (KIVCA) on a 99-year lease at a peppercorn rent.
Most of the funding for the refurbishment was provided by the Government and the Council.
Contractors worked on the building for 14 months before handing it back to the Council in December.
KIVCA then signed the lease and moved its entire staff into the building from nearby Skipton Road.
The intention is that Central Hall will become a thriving “community and business enterprise hub”.
Age UK and the Citizens Advice Bureau plan to have offices in the building, and groups including Keighley Solo Club have signed up to hold regular meetings there.
Bradford Council yesterday said Central Hall was the latest example of regeneration being carried out within the Airedale Masterplan area.
Councillor Dave Green, the Council’s executive member responsible for asset management, said: “This is a fantastic new facility for Keighley and brings a great building back into use for the benefit of the community.
“By supporting KIVCA, the Council has helped not-for-profit groups, as well as new businesses, gain access to a series of great resources and services.
“Central Hall has been a landmark in Keighley since 1893 – I hope this deal ensures the building remains at the heart of the community for many more years.”
Caroline Schwaller, chief executive of KIVCA, said it was exciting to see the building come alive again after many years of planning and dreaming.
She said: “We must extend enormous thanks to the Council for helping us create such a fantastic new resource for Keighley.”
The scheme was supported by a £999,954 grant from the Government’s Community Asset Fund administered by the Big Lottery.
Bradford Council provided £650,000, using funding from the European Regional Development Fund and the Local Enterprise Growth Initiative, while KIVCA raised £144,971.

A great facility generously provided by Bradford Council. Local community groups now have a meeting place where they can get organized and plan the uprising. We need to see widespread civil disobedience to fight against the Tory scum who are now threatening our lives. TIME TO GET ORGANIZED.

How can £1.8 million be justified for this renovation? I think that the council have been well and truly ripped off. I am sure that the work could have been done much, much cheaper.

The price will also include a high QS specification given the quality of the outer shell of the building which is mid-nineteenth century, and built to last. Finally the tendering process would have stated a minimum of three quotes, one of which became the successful contractor.

How is this a waste of tax payers’ money Mik_e? Firstly it is bringing a dilapidated building which was an eyesore, back into use. Secondly it is going to be a resource for all the Keighley Voluntary Sector organisations who are going to be the foundation of the delivery of the Big Society in Keighley and thirdly if marketed properly will give a Keighley a music venue with incredible acoustics. From your comments I take it you are a Taxpayers' Alliance member and incredibly short sighted?

As I said 'time will tell', wait and see.
I would also raise some points with you:-
*You seem very well informed regarding the official process that has to take place and I wonder if you have some interest or involvment with any parties concerned?
*What happens officially and what happens in reality can often be poles apart.
*I also note that in two of your posts you contradict yourself i.e. Describing the building as 'dilapidated' and later describing at as 'built to last'.
Please decide on which it is.
