Wrose Carnival parade cancelled as traffic regulations bite


There are fears that a popular carnival could descend into a “vicious circle” of decline after organisers said this year’s event will go ahead without its traditional parade.

An array of entertainment will mark tomorrow’s 33rd Wrose Carnival but, for the first time in more than 30 years, there will be no procession along Wrose Road.

New legislation under the Traffic Management Act means the financial cost of road closures now rests with carnival committees as opposed to the authorities.

Carnival organisers were given permission to close Wrose Road for the parade but were then told it would have to provide stewards for each of the 15 side roads that run on to the main road.

With a limited number of volunteers available and traffic management companies quoting up to £4,000 for the job, the committee decided it was not financially viable to hold the parade.

Councillor Vanda Greenwood (Lab, Windhill & Wrose) said: “There are lots of new rules and I’m worried that each year it will cost more money to hold the carnival and eventually the whole thing will have to be abandoned, which would be an absolute tragedy.

“The fewer things there are to attract people, the less people go and suddenly it’s a vicious circle.”

Those attending the event will still be able to enjoy a feast of entertainment at Wrose Recreation Ground (1-4pm), with a fairground, charity stalls, tombola, dancing groups, African-style band Bang On and a Pulse radio roadshow.

Instead of a procession, three open-top cars carrying the carnival queen, princesses and rose buds will drive around Wrose for 15 minutes shortly before 1pm.

Shirelle Clarke, chairman of the carnival committee, said: “Because there’s no parade, a lot of people are under the impression it’s cancelled altogether, but that’s wrong.

“There are a load of new rules and regulations we need to adhere to and we have tried everything but we just can’t afford it.”

Mike Powell, Bradford Council’s emergency planning manager, said: “New legislation means the responsibility for planning routes, road closures and safety of events like this rests with the organisers.”

but yet the parade through the town centre and surrounding areas were closed off due to the sihk carnival called vasaki??? traffic builing up it was bedlam busy working day too not just twenty min parrade.........gets me mad

I wish I had known about this earlier, I would have happily volunteered to help out with the roads. The Wrose Carnival is one of the greatest and the parade is watched by many. Even the other year when we had heavy rains, the street was lined with people. It is the proper way of bringing everyone together. If there is a way to save it next year, please organisers find a way to contact people. Perhaps get somewhere to sign up at the carnival. I know a couple of people that would happily help out

Like Xanadu, my partner and I would have readily volunteered to help. I have lived in Wrose for 31 years and have attended every carnival. This has always been a fantasic event attended by five generations of my family. I am saddened that the organisers did not make Wrose residents more aware of the problems as they would certainly have found more than 15 people wanting to help. Try harder next year guys because we don't want to lose this parade!!

ANOTHER missesd oppertunity by the Telegraph, WHY didnt they run this story 4 weeks ago when it would have done some good and brought volonteers forward and possably funding from gifts or sponsership. Ir is it because it doesnt fit with the ' multi cultural' leanings of the paper that it got left till it was too late ?? Well done T n A for being totally useless, AGAIN !!

I have been a Wrose resident for 30 years and may have been able to help had I been aware of the problems.
Have the carnival organisers ticked the box for no publicity?

and you Iona, Im not being racist and Im not insecure, what I am is sick to the back teeth of watching this city become the 'new east' as it is swamped by exponential population growth and imigration from a certain quater.

You turned it into a race issue, The T n A is renound for soft footing round indigionus festivities and like the council and the police acts like its walking on eggshells all the time because everyone is terrified of kicking off another riot.

So take off your rose tinted glasses you two and have a hard look at reality. I drove from my home through BD7 today, and guess what, traffic law seems to still be optional in BD7. THAT is the kind of people the T n A are happy to have pages of coverage leading upto the Mela for. THAT is what I am protesting about.

The reason it becomes a race issue ,is the fact there is a race issue in the city wether people want to believe it or not,too many indigenous sponsored events are pushed to one side in the fear of offending parts of the population,and the press and council are to blame in a lot of cases,and by doing this they are unwittingly causing the problem..

Just noticed a parade of the Lord Mayor with scouts and what looked like a military band ,warranted seven(7) lines ,its as i said in my last post above.....
