A CARE home remains in special measures after inspectors found it failed to make enough improvement.

Heaton Grange Residential Home, at Toller Lane, Heaton, was judged to be an inadequate overall following an inspection by the Care Quality Commission on June 2.

It was placed in special measures in August last year, when it was found the home was not meeting regulations in five areas including safe care and treatment, staffing and governance.

A report from the latest visit outlined: "We identified four breaches of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

"These related to safe care and treatment, person centred care, fit and proper persons employed and good governance. Three of these were continued breaches from the last inspection.

"We found the overall rating for the service remained 'inadequate' and therefore the service remains in special measures."

This means the home will be kept under review.

It was rated inadequate in criteria relating to safety and leadership and requires improvement in effectiveness, responsiveness and how caring the service is.

The visit found staff recruitment and selection procedures were not always followed and care plans and individual risk assessments did not always provide accurate and up to date information.

The report said while medication policies and procedures were in place, staff did not always follow the correct procedures.

It added: "...although the interim manager had started to implement an internal quality assurance monitoring system it was not yet fully embedded and the present system had failed to identify the shortfalls in the service we found during the inspection process."

However, inspectors said residents told them they liked living at the home, they felt safe and staff were kind and caring.

"Safeguarding policies and procedures were in place and staff had received safeguarding training.," the report said. "Staff we spoke with were able to identify types of abuse and what to do if they had safeguarding concerns."

Manager Vicky Thompson said: "Following the previous report, Heaton Grange has now appointed a new, experienced manager as well as a dedicated team of support managers and experienced carers who are working closely and effectively alongside the provider to improve the service holistically.

"At the time of this latest inspection, the manager was new in post and had identified further improvements required, hence the 'care' rating changing from good to requires improvement.

"In the two months since the inspection, extensive progress has occurred and all requirements have been met. "We are confident that we will be compliant in all areas at our next inspection."
