Bradford Council was left leaderless today as Ian Greenwood lost his Little Horton seat after 17 years preventing Labour from taking overall control for the first time since 1999.

It took four recounts before the Labour leader finally accepted defeat by the tiny margin of just 17 votes to the Respect candidate, Alyas Karmani.

With his seat the last to declare, Labour needed just one more victory to put it in the driving seat.

In the event, it was left with 45 seats – an increase of two – but exactly half of the 90 seats on the Council, meaning that it will have to form an alliance with another party to stay in power.

However, Labour may yet have an ace up its sleeve because Councillor Imdad Hussain – who was not up for re-election this time – was suspended by the Regional Labour Party from his Heaton seat before the election after it emerged he had been disqualified as a company director for seven years after his company went into liquidation last year.

He is currently listed as an “Independent” councillor and the Labour party apparently believes that he will continue to vote with the party whether or not he is reinstated following the current investigation into his situation.

Before yesterday’s ballot of one third of the Council, the Green party had held the balance and – if Labour can’t rely on Imdad Hussain – may well do again but that will be a decision for whoever the Labour party chooses as its new leader.

Even if they failed to turn George Galloway’s “Bradford Spring” into Greenwood’s Labour Dawn, the party made enough gains on the back of the national wave of protests against the Coalition’s austerity measures to keep Respect from holding the balance of power.

Respect had put up candidates in 12 Bradford seats with George Galloway confidently predicting up to eight gains. In the event, they took just five.

The results meant that Respect’s hopes of the Bradford West by-election result bouncing them into a position where they held the balance of power turned as cold as the forecast for the bank holiday weekend weather.

The Conservatives and Liberal Democrats each finished the night with three fewer seats, on 24 and eight seats respectively, with the Greens remaining on three and five seats in the hands of independents.

Coun Greenwood said: "I am sad to lose obviously but I've been a politican for very many years and some elections you win and some you lose.

"The people can deliver you in to office and they can take that away, and I think all politicians should treat that with the humility that's appropriate.

"From the moment the by-election result was declared it was clear to me that I had a fight on my hands. I've never taken it for granted - I fought a hard campaign and it was unsucessful.

"The issue I have with this situation is that Mr Galloway and his colleagues have made an awful lot of promises, particularly to young people in the district, that I am not convinced they are going to be able to deliver and that bodes ill for the future in my view."

The result saw Respect's Alyas Karmani poll 2,191 votes followed by Coun Greenwood on 2,174.

Elsewhere, the next Lord Mayor of Bradford, Wharfedale Councillor Dale Smith, polled 2,252 votes, with Labour’s Dave Allen his closest rival with 694. Coun Smith said: “I am delighted. I had not assumed I would win as there is always a tension in local elections.” He said voters in Wharfedale were “anxious” about protecting the green belt from development, adding: “We recognise the need for affordable housing but we are concerned about the connectivity with places where there are jobs in Leeds and Bradford.”

Respect have gained 5 seats and don't, and won't, hold the balance of power. To expect Respect to ‘deliver’ anything from the position of a small minority group is setting up a straw man. After 17 years as a Councillor Mr Greenwood knows that only too well.
If this ‘Mr G’ (G2) really does want to test the G1's supporters’ dedication to the cause of youth in Bradford, let him press his extant Labour Council colleagues to offer Respect a high profile post in a Youth focussed Directorate.

Then, G2, we will be able to start to judge if Respect, at a local level, is more than a rag-bag of opportunist G1 wagon jumpers.

Turn around and blame everybody else. The problem in every other racial community in Bradford has integrated, and respected the culture of the country they have chosen to become part of. Many years ago the council had a policy of integration through schools, ensuring children from all areas were taught together which had an impact On funding for other areas of education. This ended because the minority did not want it!

Think it's a lot worse for Labour here than it looks at first glance. As only 1/3 of council seats were up for grabs, so Take previous and divide by 2 to find how many seats they should get to be standing still. Labour should have got 16 seats Cons should have got 8. Libs 2.5.
Perhaps it's the last echo of Gordon Browns government?

To be fair the evidence is in the election results. Winning in Heaton, City, Manningham & Bradford Moor and coming last in Wyke would suggest that Respect's voting base is mainly Asian.
Having heard the bloke who beat Greenwood talking in vague generalisations about what he's going to do for the youth of Bradford without any specific policies, I suspect there's disappointment on the way.

look up the term white flight, and explain the contant harrassment and racism against non whites in the 60s, 70s and every other decade from the NF, to the BNP to the EDF, the names change but the people and the sentiment remain the same the onslaught is endless. George Galloway is indeed a very astute man. He was aware of a significant number of Bradford West's population that did not have any political affiliation, and who were ripe for the picking. Yes, many of these were people of Asian origin, mostly Muslim, but do not be fooled into thinking that only Muslims vote respect! There is a saying "in a democracy, the people get the politicians they deserve." That is only too true here in Bradford, it's just that one man had the intelligence to try and engage with people who previously felt that nobody spoke for them. Time will tell if Galloway and respect are here today, gone tomorrow.
I dont agree with a lot of what Galloway says, and I definitely dont like the way he goes about things sometimes, but if he can get Bradford spoken about as a place that is moving forward, he cannot be anything but good.

The acid test is the next six months. Since his election, he's made some bold statements regarding the Odeon, Westfield, and the two professional sports clubs. Lets see how he does. Out of those four 'projects' if he gets two of them up and running, he will have done more for this city than many politicians who were born and bred Bradfordians, have in the last 20 years. There isnt now an election campaign to win, the parliamentary seat and council seats are decided, so lets see how respect make a difference. If they dont, you can say "we told you so!" if they do we all win! so for the doom mongers who dont like respect and Galloway, you cant lose!

Bradford was ground breaking in Education - yet again To even out some of the glaring injustices in a range of issues, including Socio-economic (Class), it introduced busing in the 1970s.

Did they complain that they had to traipse, by public transport, to leafy suburbs and modern buildings, for Parents' evenings?

Jung the psychologist got into some trouble over his thoughts on segregation in the 30s . He noted that throughout history, minorities have *always* banded together in groups, and lived near each other. Also while there were instances of forced segregation, most of it seemed to be self imposed, and for reasons of community and mutual support. It may not be PC but if that's what people want to do, and they have a choice, it's up to them.

The wise populace of Bradford have spoken, and rejected this anti democratic move to a Dictatorship.
We've seen how the people of Little Horton, on the four year cycle, ousted G2 (Ex Councillor, ex Labour Group leader, ex Council leader) Mr Greenwood.
Every year the ruling Political Party elect their 'First amongst Equals, to act de facto, as a City Mayor, for ONE YEAR.
That system has some element of Democracy about it.
Not giving one person ALL the power and marginalizing our Councillors even more than the Centralist Tories and their Big Business trough sharing snouters do with everything they can get their trotters on.

We Bradfordians stand proud today, waving the flag of support for the Road to True Democracy, yet again.

There is truth in both sides but you are as bad as each other. Bradford has never had a policy of apartheid as far as I am aware and your assertion that it does or has is clearly wrong, vastly overstated and just intended to create an arguement not bring people together in peace and harmony.

There is a great element of incompetence, inexperience, laziness, lack of skill, too many outside interests, etc, involved in what you correctly highlight.
Taking the example of most organizations:
The 'Chair' is elected, the CEO - appointed.
The Board - a mixture of NEDs, and Execs, makes Policy - the Executive brings it about.
If the Execs don't, or more seriously won't, they are 'Asked to leave.'

City Hall sits at the centre of a rotting city and those within for the last 20years or so have to take a long peaceful look at what they have done to this great city. Long may they look on. Westfield,as a start, has to start building now and,if they cannot commit to so build within six months, they should be thrown out.time for positivity in this city to dismember the negativity which has been allowed to pervade this city for so many years.

Two observations:
Yesterday I passed a number of polling stations, predominantly in wards which had a respect candidate standing. Outside each polling station were a groups of respect party supporters who were obviously strongly "encouraging" people to vote for their candidate.
Secondly I am sure we all saw the TV reports from Odsal today showing the dismay of Ian Greenwood and the jubilation of Alyas Karmani and his supporters - interestingly not one female or one white British face among them.
Here's a prediction for george galloway - if the respect party continues to gain power, he will find himself surplus to requirements in the islamic respect party.

Any segregation that has happened within this once great city has been SELF segregation. With large parts of the minority population refusing to become involved with the indigenous population, with purposefully choosing to live within their own community they/ you cannot then
Turn around and blame everybody else. The problem in every other racial community in Bradford has integrated, and respected the culture of the country they have chosen to become part of. Many years ago the council had a policy of integration through schools, ensuring children from all areas were taught together which had an impact On funding for other areas of education. This ended because the minority did not want it!
Spot on darkhorse.....When the Poles, Ukrainians' etc., came here after the war, they did not expect us to change for them. They sent their children to our schools to learn our language and then on a Saturday, they had their own school, to teach their children the cultures of their own countries. They had their own clubs, but still visited our clubs and made friends with us, so that we, as children, all grew up together as friends. The Asian community did not want this and so brought about their own segregation. Thingybob68....if you don't want your children growing up in apartheid with sub standard schooling, then don't send them to school in places such as Frizinghall, Barkerend, Manningham etc., because that is what they will get there. Sorry if that offends you, but I am only stating the obvious truth, and before you jump down my throat and accuse me of being racist, let me tell you that I have a couple of Asian friends of many years standing from school, back in the '60's and they actually agree with that statement.

What Respect have done is draw together people from different ethnic groups, focussed people on what they can do for Bradford, instead of standing by and letting the main parties do what they want to our city.

Respect has given youth a voice in our area. Many young people have been involved in politics for the first time. It is time for a new kind of politics. I'm sick of hearing the same old excuses from Bradford politicians. Now we have some idealists in here, untainted by the backroom antics that we've suffered since the days of Poulson and T Dan Smith.

This is a change that is long overdue. They cannot achieve much yet, but every new party has to start somewhere.

Like BILTILL, I would like to know what percentage of the vote was postal in areas where there was a respect candidate compare to other areas. I thought people were not happy with the Labour councillors who have ran the council for so long but have absolutely failed to do anything worthwhile.

Galloway is hated by people here because the asians are backing him. I'm guessing if he was disliked by asians then the white folk would greet him with open arms.

A friend of mine works at one of the schools in Bradford used as a polling station. He told me that the 'Respect' candidates and their acolytes behaved deplorably on Thursday. When they were not arguing with anyone who appeared to be averse to them, they were seen to activley try and strong arm passers-by into coming in to vote for them. I think these people need to look in an English dictionary, at the meaning of the word RESPECT. Then go and change the name of their disgusting party.

You make a good point mate. The problem is that too many bradfordians always have a glass half empty so they want to break it.
The lake is done so let us move on. If Westfield won't start building then make them turn more of the site into a family orientated leisure area, by that I mean as a park with play areas not gambling etc.
Respect councillors are in now, so let's see what they do to benefit their wards before we condemn them. Can they really be that much worse than their predecessors? Time will tell.....

there are too many comments to sift through, however ive just read a respect flyer which blames the council for not taking action against car insurers who discriminate on bradford certain bradford postcodes and charge much larger premiums as a result. Would these be the same postcodes where most of the dregs of society choose not to pay the insurance in the first place. Perhaps respect ought to be fousing on the that first. Eccythump........I had some personal experience of this, when I drove a friend down to his polling station to register his vote. He was harangued all the way into the station. Two of the Respect acolytes came over to my car and asked why I was not voting. When I told them I already had, they asked me who I had voted for. I told them that it was none of their business and to go away. When my friend left the station he got the same question asked of him and he also refused to answer. They were very menacing indeed, and i was glad to drive away from the area. What happened to the time when a policeman was always present outside polling stations? We could have done with him there. I suppose that we have to expect that sort of harrassment nowadays, as it seems to be a feature of elections in Pakistan....win votes by fair means or foul.

A very simple comment.

Ian Greenwood has not been responsible for Bradford for 17 years. The issues of the Odeon, Westfield etc should be shared by all of who have served on Council for many years. Short memories indeed.

Remember the likes of Pickles, Eaton, Hopkins. Look where they are now and look at what goes into their bank accounts. Who pays for that.

Several contributors have commented on isolationism. We are definitely a divided city. My wife and I speak after spending well over 30 years teaching Inner City children, who are now being let down and ignored by their own.

Those of us who have been involved in Bradford politics for decades have seen it all before - someday comeday. We shall still be here when Galloway gets back on his bus and drives into the sunset. I hope he will show respect for ALL Bradford residents.

I see that analysis as a gross over-simplification. The vote, particularly against Council Leader Ian Greenwood, despite his 17 years service, is one of rejection of an administration with an appalling record of poor decision making and spending. The City is now far worse both in terms of the social conditions of the populous and in the poor facilities on offer compared with 30-40 years ago.

Also consider that two MP, Kris Hopkins, Keighley & Ilkley and Phil Davies, Shipley, wish to take their districts out of the Bradford Council control to form a new district council totally separate from the city, with its own elected councillors.

That would basically be going back to how things used to be and how many of us at the time wished it to stay.
Greenwood has indeed paid the price, but Labour will be quite pleased even here, I see the other (intrusive voting) as temporary and just an indication of opportunism when things are at a low ebb.

tyker2, essentially I agree with you, that Bradford has been left to rot for decades, When I first moved to Bradford/Leeds they were both on their knees - Boar Ln had trees growing out of its fine buildings and the Arcades were falling down.
Then Political control stabilized in Leeds, while that in Bradford was yo-yo-ing. The economy of Leeds took off, investments and jobs flooded in with people oriented policies enacted by Labour, with the Liberals acting as a ginger group.
In Bradford the Tories continued the slash and burn policies that had filled their back pockets, bank accounts and off shore tax avoidance havens in the past.
Council guaranteed Old people's homes were starved of funds then sold into the hands of asset strippers where they, and their vulnerable residents, became yet another commodity to be traded. Bought and sold like a sack of spuds.
‘Council’ housing was let go to rack and ruin - blighting the health and educational prospects of all generations for years to come. The ‘Well to do’ fled the decrepit schools, de-camping to areas where their pals would build brand new schools, libraries, etc at the expense of the much more needy and neglected City centre Victorian legacy.
Bradford needs massive investment. It needs a united positive front, not the petty bickering and mud slinging exhibited in much, but not all, of the contributions in this thread so far.
It needs strong, confident, expert Portfolio holders to make sure that the Executive carries out policy decided by the policy makers - influenced by us. Execs who don’t, or won’t deliver should be shown the door P D Q.
Someone re-badged ‘Rate Payers’ as Customers. But we’re treated like mendicants. Customers hold their cash until they’ve got their purchases. We pay up, then Council employees decide what THEY think we should have. That’s got to stop.

Lobby your Councilors, go to their Surgeries, attend Council Committee meetings - they’re more fun than you think. Attend Bradford’s unique Neighbourhood Forums - there’s one near you soon.
Bradford’s getting more positive publicity on TV and other media than we could hope for in our wildest dreams.
Use it Bradford - use it or loose it!
Let’s - Build a Better Bradford - one we can look at with pride and say ‘We did that.’

On the point of David Ward, he is my local MP and recently, within the last 3 weeks, he has handled, dealt with and brought to a conclusion two LOCAL issues I have raised. I found his response time and responses well above average for any correspondence and actions, all this in the lead up to this election. He could have sent a polite mail explaining how busy he was and would get back to me, instead he outlined his thoughts, the steps he'd like to take and his hopeful outcome.

Whilst not campaigning for the lib dems what I will say is happyman is correct, get down to the surgeries and open door days, raise your concerns, make politics and politicians work for you. Instead of us arguing let them argue, that is their job, considered agendas, considered agenda debates and decisions. If they don't know you have an issue but you constantly moan about it, go moan to them, make them work. They cannot possibly be too busy, you are their job.

if you are going to quote westfield make sure you know what you are talking about. the completion date, you know that means finish/built/up and running don't you? the completion date was BEFORE the recession hit, so don't blame the economic downturn.

As i said there are Good & Bad In Every Race & Denominations Including the Whites
Just to point out We rent From An Asian Chap, Who Is Very Nice & Socialbe No Problems, before he offered us the house He had Some Asians living here
He said he was glad to get rid of them, they trashed the place, Lots of damage Etc, He had the place totally Refurbished & Decorated & Thoroughly Cleaned , He asked if we would like it, As He Knew Us to be Good Tenants, We Agreed to This & We are very happy & So Is he, He has visited us & remarked he is very happy With
How we look after the place, & hopes we stop for long term
This is the Second Rent We Have Had From An Asian, Who It Has Been A Pleasure To Have Met Them 2, But We Have Had Some Very Bad Experiances aswell, So As We Say There Are Good & Bad In Every Race
I would be pleased if you now agree that the problems of Bradford are not all caused by British born Asian folk, who are just trying to live their lives as best they can, like the rest of us.The Answer to your Question Is NO, The problems are not all Asian, There are other Denominations Who Cause Problems Including Whites,
