A row has broken out after a Bradford councillor was accused of spraying “unreadable graffiti” on pavements in Baildon as a dog fouling deterrent.

Liberal Democrat campaigner Ian Lyons, of Cliffe Avenue, is calling for the village’s Tory councillors to clean up the “mess” caused by spray-painting through a stencil to create anti-dog fouling symbols on paths in Baildon.

Councillor Debbie Davies (Con, Baildon), admitted she did not have permission to stencil the yellow motifs – showing a crossed-out dog and the slogan “clean it up” – on public highways, but said residents had contacted her since asking for her to stencil the symbols near their homes.

Mr Lyons complained after Coun Davies was pictured in a Baildon Conservatives newsletter with the stencil and a can of spray paint.

He said: “The Conservative group put out these leaflets showing off that they had done this, so they are clearly claiming responsibility.

“I went down to have a look and you can see it is a bit of a poor effort and a bit of a mess.

“You can hardly even read what it says. It is just graffiti.”

Mr Lyons contacted Bradford Council and was told its highways department “did not approve” of spray-painting the pavements.

He said: “I think the Conservative councillors should go and clean these up, remove them from the pavements and do something more responsible with their time.

“This is not going to change anybody’s attitude. What we need is to start handing out some fines.”

Coun Davies said: “I have been told by (the Council’s) highways department that I could put them on snickets, but they have said that they do not want them on the public highway. We were trying to do something quite different.

“Last week, I met Council officers and we were talking about all sorts of ideas for tackling dog fouling and we talked about this. They were quite keen on the idea.”

She said many Baildon residents had contacted her asking for similar symbols to be sprayed on snickets near their homes. She added: “Other councils in other areas use it all the time and it is perfectly legitimate.

“It could work all over Bradford district.”

The Council should be giving credit to Councillor Davies not saying she cannot do this. At least she is trying to keep her village smart by trying to eradicate this problem.

It won't make a bit of difference. We have being doing a similar thing in my area for several years, but to no avail. In the past we have used bright fluorescent spray paint (yellow/green or red/orange) to highlight the dog turds, and I know of someone who used to squirt cream on them and then very gingerly place a glazed cherry on top of each pile of mess. The message still didn't sink in.

I'm a responsible dog owner, but spraying graffiti on the pavement is not going to motivate irresponsible owners pick it up. It's a complete waste of time. The council should concentrate on enforcement, their record on issuing fines is appalling!

What a pathetic idea. If people do not know by now that it is a legal requirement to pick up their dog mess, and let's face it, responsible dog owners do this anyway does anyone rerally think that by spraying unintelligible shyte on the floor it will make a difference.

Some of you agreeing with this need some life lessons and shooting from your ivory towers into the real world.

The Dog (Fouling of Land) Act 1996 came into force on 1st April 1998. This Act means that it is illegal to fail to clear up after your dog if it fouls land which is open to the air and to which the public have access (subject to certain exceptions).

Anyone who allows their dog to foul and does not clean up after it is liable for a £50 fixed penalty notice or a Court appearance where fines can be up to £1000.

Signs have been erected across the district to warn dog owners of this. Dog Wardens, Park Rangers and other officers patrol to enforce the legislation.

As well as being offensive, dog fouling causes serious health risks. Infection by the parasitic worm Toxocara Canis is spread by dog faeces. This may cause stomach pains, fever and even blindness.

If you witness a person in charge of a dog failing to clean up after it, you can report them by contacting the Dog Wardens on 01274 433927 or by using the online form. Please provide the date, time, location and the description of the dog / offender and if possible the name of the dog owner.

Since January 2011, the Council have also applied the act to all public access land inc the moors so to the dog owners who use the moors as a dog toilet, CLEAN IT UP, please.

I live in baildon and where I live there is not much dog mess on the streets. Most dog owners are responsible and clean up after their dog.

One thing that is lacking is dog bins for the mess. I think that the dog mess should be placed in separate bins to general rubbish. If there were more bins then dog owners would place it in it.

Councillors should be pushing for this, not graffiti-ing on the streets. It's criminal.

A few months ago the council was in Roberts park and I am aware that they observed dog owners and did fine dog owners who did not clean the dog mess. More of this should happen and the council needs to publicise that they are doing this. Would be good publicity and a good deterrent to the unresponsible dog owners.

I don't expect the painting to last too long. It will probably be gone in a few months. But it serves the purpose of making sure dog owners know it is not tolerated. I know that there are still dog owners that don't know that the whole of Bradford, including Baildon Moor, is a pick-it-up zone.

If Baildon residents want something done about it then get on to Baildon Parish Council and persuade them to put your money into it. If enough people do that then they may decide to rethink their previous decisions. Remember they have the power to create dog control orders specifically for Baildon and, after suitable training, have someone who can issue tickets. The parish council warden is in the area and contactable through the parish council and so with proper information from the public, and after suitable training, can act.

My thoughts are that it is not seen as a high enough priority so only half hearted attempts are made but with party publicity and counter publicity to go with it.

An elected Councillor has the opportunity and power to do what the rest of us can't. In partnership with colleagues, they can change the rules.

If other councillors, and officers, decide that spraying the pavement is acceptable, then so be it. But that's not the case.

They probably found that elsewhere vigilantes make a real mess of it.

Paul mentioned about having the power to create dog control orders and someone else who can issue tickets. This is the sort of thing Councillors should be doing!
