Bradford jewellery shop to shut over 'joke' tax bill

Another iconic city centre retailer is set to close this week.
Fowler & Oldfield jewellers, in Kirkgate, which dates back to 1897, will shut on Thursday night.
Owner Jeff Frankel, who last year invested £30,000 on a makeover of the shop to boost business, is throwing in the towel after being denied a 25 per cent rate reduction which he had enjoyed for five years.
The former chairman of Bradford Retail Action Group, who has traded in the city for 36 years, also owns Sydneys The Jewellers in Rawson Road, which is remaining open. He described the situation as “a joke”.
Following the decision not to maintain the rates concession agreed by HM Revenue & Customs, the bill for Fowler & Oldfield will rise to £9,000 a year.
Mr Frankel, whose property agent has been negotiating with the authorities and won a ruling in his favour, said: “The rate reduction was granted due to the lack of progress on the Westfield development and its impact on city centre trading. The agreement ran until 2010 and I’ve been trying to get it extended.
“But for some reason it has been decided to end the concession and charge me full rates – and this at a time when trade has got worse and there's still no progress on Bradford’s infamous hole in the ground. It’s a joke.
“I’ve been hoping that the money we invested in Fowler & Oldfield last year would encourage more business but things have got worse. We put our faith in Bradford by refurbishing the Fowler & Oldfield store and restocking with quality goods. It’s a sad day for the business and for Bradford, especially as a business founded during the Diamond Jubilee of Queen Victoria is coming to an end just as the present monarch celebrates 60 years on the throne.”
Mr Frankel said Sydneys, which the family has owned since 1947, continued to attract trade due to nearby parking and by focusing on selling affordable second-hand jewellery and buying gold.
Both part-time staff at Fowler & Oldfield had been offered jobs at the other shop and one had accepted.
The closure follows that of the former Fattorini jewellers in Tyrrel Street in March after Goldsmiths pulled the plug on the 160-year-old business. Goldsmiths also shut the former Mappin & Webb store on the junction of Darley Street and Kirkgate last year.

Bradford is going to end up a ghost town if the council are not carefull. We have been promised a shopping Mall for years but nothing has been done about it. All we get is that its in the pipe line. I wonder what would happen if people just stopped shopping in the City centre and the shops were to move else where what would they do then.

I wonder if similar sweeteners have been offered to potential large chains by the council and lardlords who might take up residency in Westfield, while squeezing the independents like in this case. Large companies will automatically attract people, as they stick to what they know and whats safe and the independents that do exist or any new ones will suffer more.

I wanted to go in the shop for a brows recently but was put off by the fact you have to ring the doorbell and wait for someone to let you in. I'm sure I'm not the only person to be put off by that cause It makes you feel like you need to buy something.
So I went to H Samuel insted and ended up spending quite a bit of money there.

It's quite common for quality jewellers to have door security, particularly when you consider the number of hit and run robberies of such places.

The simple fact is footfall is falling so there is less profit to be made and until the council do something to reverse that (such as free parking) then the decline will continue.
Labour's legacy on the city centre is actually going to be much worse than when they took it over if they don't wake up soon.

Same problem in Bingley. Insane rents/rates baring no relation to customer footfall/spend. The high street will soon be a barren wasteland. Here in Bingley, council have employed new 'flying parking ticket wardens' on motorbikes to further deter shoppers/visitors...

Part of the blame has to be with the shop itself, have been in once to help get my fiancee get her engagement ring re-sized, the supposed elderly female "expert" that served us quoted a ridiculously high price to have the work done, had no customer service skills, made us feel unworthy of being in the shop, and actually hurt my fiancee by forcing the sizing rings onto her finger, and telling her the wrong size needed. It doesn't surprise me they have gone out of business given this experience, the money spent on the shop would've been better spent on staff training and purchasing stock people want to buy, adapt to the market or go bust, basic business sense...
Small (and for that matter large) businesses are on their knees in Bradford. Decent traders such as Jeff Frankel deserve better than this!
Meanwhile the Council seems quite happy to sit on its hands and turn a blind eye while scores of stalls operate in blatantly illegal 'bazaars'. There's something not right here...
