Elected mayor 'is in your hands'

A referendum will take place in Bradford, along with nine other major cities, on Thursday, May 3, to decide whether the district should have a directly-elected Mayor. If the result is yes, an election will be held in November. Here, writing exclusively for the Telegraph & Argus, Cities Minister Greg Clark outlines the reasons why he feels an elected mayor will benefit Bradford.

I was delighted to sign an order which will give residents here in Bradford the chance to put a directly-elected mayor at the helm.

Putting pen to ballot paper, voters here, and those in the nine other cities, hold the power to bring in a new politics on May 3.

Why is this such a great opportunity?

First, these mayors will be able to change things for the better.

They are not ceremonial appointments. They are proactive, democratic figures, with a clear mandate from the electorate: to lead the Council, attract investment, represent the city and fight for Bradford’s interests.

A recent poll found that the number of people who could recognise their elected mayor was double those who could recognise their council leader.

Just look at London – the capital has transformed since it has elected its own mayor. And that’s the sort of leadership you could have right here.

Second, a directly-elected mayor will make politics answer to you, not the other way round.

Too often, people feel their communities are controlled by people a long way from them.

But internationally, in the great cities which are led by directly-elected mayors, things are different.

If people want something to happen – they know who to go to.

If something goes wrong – they know who is accountable.

If someone needs to speak for the city – they can rely on the mayor they have elected.

To coin a phrase, the buck stops with the mayor – plus, if you don’t like them you can vote them out.

It’s all part of this Government’s belief that the right decisions are more likely to be made in the town hall rather than Whitehall Third, a directly-elected mayor will energise politics in your city.

The cities with mayors have real debates about their future, they have high profile campaigns, all with the aim of having better services, a better environment and a stronger economy.

After all, everyone who lives here knows Bradford’s needs and aspirations are different to those of other cities. That is why this role attracts someone who knows their patch, who fights their corner – batting for Bradford on a national and international level.

Some argue that council leaders already represent and fight for the cities they represent. But council leader is voted for by other councillors and can only be ousted by colleagues.

Mayors, on the other hand, are voted in by the people, accountable to the people. Free from the threat of being replaced by a fellow councillor, they are able to take a more long-term view of their tenure.

We are giving every resident in Bradford the chance to consider what a mayor could give their city.

As I said, every city is different, every city has the right to determine its future.

The cost of the referendum will not come out of local coffers – it is being met by central government – and the system is actually intended to reduce bureaucracy and costs at a local level.

I believe the benefits of this system are clear.

But the choice is now yours – you will have the opportunity on May 3 to vote on the way that your city is governed.

Something has to change as the council appear to represent themselves and nobody else as it stands. Purchasing parking meters whilst giving the impression they were listening to the concerns of the retail in Bradford and keeping free parking for all their staff to me shows how self serving they are.

Can't decide... its probably better to get more accountability and leadership. It looks good in Middlesbrough, looks awful in Doncaster.

I'd rather have smaller local authorities, than a mayor for the whole of West Yorkshire (dare I say Leeds City Region) a la the London Mayor. Decisions on housing and infrastructure need to be made by someone above local authority level to stop the petty squabbling between a) councillors and b) neighbouring authorities.

I don't think the general public know what the office of an 'elected mayor' is... what can such a person do that is not already being done by councillors? A lot more info has to come our way before a referendum please.

Quoted for truth, recent events have proven, it doesn’t matter if you elect, Labour, Lib Dem or Conservative, they do not listen to, or consider the views of the people or businesses in this once fine city. They make self serving decisions.

It could work if all the candidates were not connected to political parties and clearly state what their priorities are.

There's no way it'll work if it's the usual party politicians who are more interested in climbing up through the party and slagging off the opposition or current/previous governments.
We've already got too many publicly funded politicians and the last thing we need are even more.

It seems to me from previous threads on this subject that an elected mayor will very probably happen, there are no guarantees of success or further failure whatever the outcome of this vote turns out to be.
In my opinion there is an irreversible slide towards this city becoming a predominantly Asian city and that will decide the future of this place much more than whoever is mayor or in council, in other words "It's a waste of time".

I think until we know the details, we should hold back. I think it is an excellent idea to have an elected Mayor but do the public get a chance or not to vote for the person they think would be best for the job. If not remember our current leader, Ian Greenwood has stated that he might run for the job. Under no circumstances on his resent record should this man and the unions be allowed to decimate this city further.

You get the chance to vote for whoever decides to stand and can get the required nominations.
Once the vote is "yes" for an elected mayor there is then a mayoral election, you won't find out who is prepared to stand until this vote in the report is a "yes" vote.

The 2011 Conservative Manifesto states:
We will strengthen the power of GP's as patients’ expert guides through the health system by:
- giving them the power to hold patients’ budgets and commission care on their behalf;
-linking their pay to the quality of their results; and,
-putting them in charge of commissioning local health services. trust healthcare professionals.

But you're still right, because Labour never mentioned in their election manifesto that they'd introduce tuition fees or raise VAT or sell gold or ignore what the banks were up to; so you can't trust anything any politician promises.

Directly elected Mayor? No thanks. I've made my reasons for doubting the suitability of this office for Bradford (in particular) plain in the past so I won't bother repeating them again.

I suspect folk are welcoming this proposal as they are desperate to see something (anything!) that might shake up the council and hold them to account. While I share their sense of despair this is not the way forward.

Vote how you want, they will have already ordered the stationary and ragalia and the offices that they have set aside are currently storing parking meters. 'Probably'
