New wardens hand out 200 parking tickets every day


Nearly 200 tickets a day are being handed out to drivers caught parking illegally by Bradford Council wardens.

In the first six months since the Council took over from the police in March almost 36,000 fines have been slapped on motorists who flout the rules of the road.

The vast majority of offenders – 92 per cent – took advantage of half-price discounts available to people paying swiftly. These penalty charges have earned the Council £850,000 so far, for the service which is self-financing.

Most of the tickets were handed out in Bradford city centre, which has the largest team of parking officers, followed by Shipley and then Keighley.

June was the most expensive month for motorists with 6,300 tickets issued, but this dropped to a low of 4,971 in August, before increasing to 5,736 the following month.

Mary Frame, of Bradford Chamber of Trade, told the Telegraph & Argus: “People will be put off coming into the centre of Bradford to shop if they have to worry about this level of tickets being issued – or they are going to learn pretty quickly.

“I would be interested in finding out what they are spending the money on now it goes to the Council.”

Paul Ratcliffe, the Council’s parking services manager, said: “Our service is self-financing and we are on target as so far we have generated about £850,000.

“The civil enforcement officers who tackle illegal parking have noticed over time that parking has improved which means the roads are less congested and it helps businesses in the city and town centres.

“The officers are not given any targets to reach or incentives to do their job.

“Obviously no-one likes receiving a parking ticket but generally people are in favour of the action we are taking both to keep the streets safer and allow traffic to move more freely.”

The Council took on 46 civil enforcement officers this year, with 12 working in the city centre, eight each in Shipley and Keighley, and six each in Bradford North, South and West.

They are able to impose fines of £70 for offences such as parking on single or double yellow lines or £50 for things such as overstaying in a pay and display car park. The fee drops by half if paid within 14 days.

Since the March handover, the Council has been responsible for enforcing parking restrictions, some school zigzags, pay-and-display parking, disabled car parking spaces and limited waiting areas. Last month the T&A reported that officers were set to gain powers enabling them to hand out fines for driving or parking in bus lanes.

Good! If people parked correctly then they wouldn't get a ticket. I don't see why the majority of people should pay the correct amount to park in a pay and display car park, when others think they can get away with parking on double yellows and waiting in bus lanes!

Good, the more the better. The only trouble with this is that it is the generally law abiding who will pay. The crooks will not and so in practice they are probably not handing out enough to cover the cost of having them.

Finally, now all they need are the powers to fine people who park over yellow junction boxes preventing drivers from leaving/joining side roads. Councils would make a hell of a lot more from issuing fines here than even speed camaras!

I can't think of a reason for me to want to park in Bradford, maybe Keighley or Shipley, there are far more shops in those locations.
I have no reason to crticise Bradford Council for issuing Civil fines, however what I do criticise them for is issuing them in many cases ILLEGALLY. There are hundreds of areas where the signs and lines, whilst some having been changed to accord with the 2002 Regulations in some areas they still do not conform. Two wrongs do not make a right. Also they do have a Statutory duty to 'maintain' those signs and lines, they fail lamentably in that area. You only have to look at the breaks in lines which are just one example, there are many other breaches. All I say is you have a doubt consult an expert and challenge it and if the Council are intransigent and they very likely will be, then take it to The Parking Appeals Service for a ruling. (If everyone did that the system would stop! And that applies to all such Fixed Penalty Notice procedures both Civil and Criminal from Parking to Speeding.

Fantastic news! The new parking wardens are working hard to clear out streets of illegal parking. I applaud them for getting out there and trying to make our streets less congested and safer.

Parking infringements are the tip of the iceberg. Most people agree that Bradford (and Keighley) has some of the worst and most inconsiderate drivers in the country. I have been tempted to take a camera out and document the poor driving standards in our area – parking on double yellows, driving in bus lanes and taxi only, speeding, cutting people up, not giving way, speeding and driving dangerously. Uninsured driving is also a major issue. We have it all and some of our so called ‘professional drivers’ are some of the worst!

Drivers here seem to flout the rules of the road with impunity and enforcement should start with the small stuff. By
cracking down on the minor infringements like parking we will also capture those who up to more serious offenses.

We need to make dangerous and antisocial driving a priority and for the Police to take a sustained and zero tolerance approach to the issue.

They were out on Carlisle road the other day, working with the police - just for a few minutes, but as soon as they went there were cars parked all over again. THAT is the narrowest part of the Bradford Ring Road!

Firstly, let me say that I am all for the issue of parking tickets which are for legitimate reasons, but not all are legitimate i'm afraid.
Mr Ratcliffe, you are quoted in the article above as saying "The officers are not given any targets to reach or incentives to do their job".
Then you are also quoted in the same article as saying "we are on target as so far we have generated about £850,000".
Well if there are no targets, how can you be on target you doughnut???
I have recently been given a ticket by officer No.035 for parking adjacent to a dropped curb.
That is fine, but the dropped curb is an entrance to a front door, not a drive-way!
Obviously the officer has no common sense and is a total nugget! And the very same officer is ignoring double parking on the very same street and then waiting outside the local sandwich shop to ticket passing customers!
This is the type of inept, brain-dead people that Mr Ratcliffe has employed to dish out these tickets!
But no targets are involved obviously!
You should be ashamed of yourself Mr Ratcliffe and you are not getting a penny off me!

Yup, fell victim this weekend as I was 'not parked in the bay completley' due to the fact the tosser in front had parked into 'my' bay. I got a ticket he didn't??, as city442 said brain dead and thats being kind. I'll be contesting for sure

If your tyres were in the bay then you are ok as it is them that count not the boot. As for photoshopping your photo, do not forget that the warden will have taken half a dozen photos as well.

I just wish they would decide what the restrictions are outside where we live in the city centre. The road is cobbled and has some very suspect looking double yellow lines on and they originally put up some signs saying no parking Monday-Friday 8am - 6pm and Saturday 8am - 1pm. They then proceeded to ticket cars on the cobbles for the first few days. Then they came and took the signs down and stopped ticketing cars. The signs went back up last week but since then I have not seen a warden around.

It is now a nightmare out there with the bin men not always been able to get down the road. Looking out now there are cars down both sides of the road and one in the middle of the road at the end.

****, my plan has hit a snag, oh well we'll just have to see who's picture is taken as being the most truthful, if I do have to pay I will so with some of the grant money I got from the council to fund my study into parking practises for my sociaology degree

In Bradford it is almost always worth challenging a parking ticket as it will be unenforceable. The lines and/or the signs will not comply with the current regulations.

As for the service being 'self financing' some very simple maths shows that it will be very profitable if every mug actually pays up the minimum amount.

Parking enforcement is also a clear example of enforcement by post code - just like the Policing by post code we see every day in Bradford.

These wardens would not dare go into certain areas of Bradford and it will be interesting to see where the tickets are actually issued and to map this onto a map of the city.

I see a request for information under the Freedom of Inofrmation Act coming on here to prove that we are being dealt with differently depending on where you live.

I welcome parking officers, inconsiderate car owners and folk that cause a danger by irresponsible parking should be fined.

However, do the Bradford council purposely employ officers with a less than average intelligence or that have had any semblance of common sense removed.

I have seen them pounce on a driver that stopped for two minutes to pick something up and had their front near side-wheel 6inch on the footway ( woman!).

I've seen tickets issued on Midland road (match day come on!!). And I've seen a ticket issued on one solitary car on a Saturday morning in the car park on Sharpe Street. The owner had left it there overnight so as not to drink -drive!
When they came to pick it up, the car park was still empty.

Now if they dare wander up Lumb lane, they’ll find a whole plethora of offences to issue tickets for. However that little mini-Asia is well above the regulations of the council.

Suppose it just hastens the inevitable death of this god-forsaken cesspit called Bradford. Bet the local business in the centre love these retarded wardens chasing even more folk out of the City.

I think if you had ever gone to Fagley, you might find as in council estates on the whole, that the roads are much wider and houses have gardens and driveways even if they average less than one car per household. Therefore the chances of the sort of traffic offences that are routine in Girlington, Manningham, Barkerend etc occuring there are remote. Now if when you say Fagley, you mean Fagley Road and roads close by such as Killinghall Road and Upper Rushton Road, indeed the standard and contempt for the law and other road users by the owner occupiers on there is sisgusting

Im sick of reading peoples derogatory comments regarding Bradford.
I admit it isnt 100% but which place is?
We as the citizens of Bradford need to work together to make it a better place, not to put it down.
I know this isnt the place for my comments, but I felt that something needed to be said.

I condenm illegal parking altogether.
But by complaining on here, will get us no where, we need to actively work as a community to solve these issues.
Rather than complaining, way forward would be to organise meetings within your local community centres, with members of the council and the police and voice your opinions there.
im not saying that you are wrong and its a free country, everyone has a right to voice their opinions, but we should be doing it in a positive light rather than a negative. Many a time I have seen posts on here which personally i feel cause offence to certain groups, we need to stop doing that.

In the meantime....Bradford Council should lease back the Westfield site, tarmac it & use it as a subsidised carpark cos I cant see them starting work on it in the next 12 months? I dont know how many vehicles it would hold (no doubt someone will work it out) Im sure that will make a good revenue for the city.

This is the type of inept, brain-dead people that Mr Ratcliffe has employed to dish out these tickets!
But no targets are involved obviously!
You should be ashamed of yourself Mr Ratcliffe and you are not getting a penny off me!
The dropped kerb in front of doorway is to allow disabled people in wheelchairs or mobility scooters to mount the pavement from the road .
Only an inconsiderate idiot would park across one.

Cracking spot from the Parking Enforcers was near the disused school building or whatever it is near Barkerend Road (as you go towards Wakefield Road) there was nothing around but a car parked on double yellows. He was ticketed despite not causing an obstruction as indeed it was the only car present.

These Enforcement Officers seem to have a sharp eye for illegal parking. Maybe there role should include the fining of people who let their dogs foul the streets without picking up ? (where there's muck there's brass !)

i would like to bring this to the attention to all of you, we have lived at our address for over 20 years and have had a disabled parking bay for 10 years in which we have never displayed the blue badges. we have had to have the disabled bay and sign removed as we have been targeted by Mr Paul Ratciff and his "enforcement team" for the past 7 months. in april 2009 after long discussions with Mr Dean Mitchell we got in touch with the help line for disabled badges and they said there is a sheme but not set up in Bradford where you can get a permit that you don't need to display your blue badges in where you have a bay outside your home, when in the past we have left the badges in the car you get undisirables looking in the car. we had an agreement in which Dean mitchell had told all the enforcement team not to give no tickets to this box. so for 6 months we have not had 1 ticket, then Dean was off sick we then got 2 tickets for the one box as my daughters front wheel was in the box. We called the office and was told he was off sick and to phone back on the Monday, when we spoke to Dean he asked for us to e-mail him and he would take it to Mr Paul Ratcliff so he could make this a perminent agreement. Well to our dispair he said Paul Ratcliff had declined this as there had been no thefts of the blue badges and we would have to diplay them. So i phoned the council and they have told me there is such a scheme but it is costly and there isn't enough support from the west Yorkshire dwellers, so i would like you all to at least protest and ask why haven't we got that scheme. And ask for the disabled bays outside peoples houses to be suspended until we get this scheme as then it is only a little sticker instead of your badges. Also we was told to send the tickets for the attention of Mr dean Mitchell and he would deal with them, the next thing we know we get a rude letter saying they would suspend them this time but next time we would be held to pay for them. since we had the bay suspended and the sign was taken down we haven't seen 1 enforcement officer any where. But the double yellow lines on the main road, and the pavements are full of cars and there owner's wavering for you to move so they can park there so where is the justice.
