Committee to have say on replacement


A decision on the fate of Bradford’s defunct Odeon cinema will be made next week in the midst of more than 1,300 objections to the building’s demolition and its subsequent £40 million replacement.

Members of Bradford Council’s regulatory and appeals committee will have the say on whether it should be knocked down and replaced by Langtree Artisan’s vision for the site. Planners are recommending both be passed.

The redevelopment designs would need to be referred to the Government for final approval.

The meeting at 10.30 in City Hall on Wednesday will determine both conservation area consent to demolish the building and planning permission for a mixed-use New Victoria Place development of four buildings which would provide office space, apartments, a hotel and a restaurant.

In a report to the committee, planners say: “It has been demonstrated by the applicants that neither the re-use of the former Odeon building, nor the retention of the towers and part facade within a scheme are viable.”

As well as Bradford Odeon Rescue Group, a number of organisations have also objected to the loss of the 1930s building, including the Council for British Archaeology, the Twentieth Century Society, The Victorian Society, The Theatres Trust and Bradford Civic Society.

But English Heritage has been “persuaded that a case can now be made for the demolition of the towers and facade” following additional information on the condition of the building, the costs of repair and the viability of these options.

The report also highlights that an economic appraisal of options that retain the structure forecast potential losses of nearly £14 million. And that the cost of repairing the structure would reach about £6 million.

If granted, the planning permission would include a legal agreement which would see the developer contributing £176,000 towards affordable housing, £17,000 for recreation space and £37,000 towards education facilities.

Simon Peters, director of Langtree Artisan, said: “We’re obviously encouraged by the planning officers’ decision to recommend New Victoria Place for approval at next week’s meeting and we look forward to presenting the evolved scheme to the committee members.”

That's a rather small financial "bribe" to justify the damage to local democracy and the loss of another historic building in Bradford.

£6m to put right, £40m to replace with something that belongs in Leeds, we are not Leeds and don't want to be. I thought the ethos of the council regeneration group was to create a niche for Bradford, something different to everywhere else to entice tourists and other visitors to the city. There will be more offices in the planned office park looking out over our newly planned 'Park in the Heart' and with the current climate, empty 5* office accomodation in Leeds I see little point in filling our city centre with the same. Come on Bradford council, pull your heads out of the sand (for once) and listen to the 1300 objections, stop being so stubborn and give the Bradford public who care a renovated building that they can treasure, not one that will look the same as everywhere else.

So saving the Odeon isn't viable because it's cheaper than demolishing and replacing it?

How are we supposed to become a "niche" city when the council is destroying that which makes our city unique? Why are they so completely unable to learn from their previous failures?

The claims of the condition of the Odeon have already been proven to be complete lies, so why isn't the evidence being presented to such as English Heritage?

Have you looked around the Wool Exchange ever, or been to the Victoria Quarter in Leeds? Nice aren't they? Or do you prefer something that looks like the Leisure Exchange at Vicar Lane to fill Bradford's skyline?

....and for your information I'm 36 before you start on the age thing!!

For the record I am 40 years old. I have no nostalgic memories of the New Vic or The Beatles at the Gaumont... I recognise a fine building when I see one, I accept there is massive support for its retention and I acknowledge that there has been complete corruption in how the whole Odeon saga has been handled.

That is why I am the Odeon Crusader!

The Wool Exchange and the Victoria Quarter are very nice, your quite correct. Absolutely fantastic architecture but most importantly there is a need for these buildings. The Odeon is obsolete and has no architectural merit.

Oh and 36? its all down here form now on matey.

An application cannot be approved or refused just because of massive public support or opposition. Planners will recommend approval or refusal based on the planning merits of the scheme. The democracy comes in by there being consideration by planning committees of elected councillors and consideration by the government office prior to a decision.

Just because people are not doing what you want them to do, don't assume that there is some massive conspiracy.

The Odeon is in no way of the same quality as the Wool Exchange or the buildings in the Victoria Quarter in Leeds. Also I quite like the new redesigned building...

That isnt true at all, the real reason it did not happen is because it was put into the hands of Yorkshire Forward, it is they in collusion with the council and its assortment of money grabbing hangers on (consultants) that created this situation and most others across the city.
Everyone is allowed to air their thoughts on the Odeon, and shouldnt be subjected to insulting remarks for doing so (whatever side they take).

this is one of the major buildings as one enters the city. is the council, of whom most don't even live here, deliberately demolishing Bradford ?. the westfield debacle, no other other city would accept - Derby has had a 'westfield' completed, so why the deliberate delay here ?.

Bradford is not a small city, and beyond the cliches and stereotypes, most know it has the potential to succeed. the city has a huge catchment are, not necessarily all take by leeds, as West Yorks' is a county in itself.

i think it's about time a serious opposition is put up to block any more 'regeneration' (disintegration) projects, until the westfield pit is resolved.

the council have to look at renovating the odeon - it actually has the potential to, alongside the alhambra, museum and quite impressive library (aesthetically unpleasing though it is, and place where money could be spent), reshape the Bradford centre. its quite a magnificent building, and i'll join the cry; '' save the 'odeon' !! ''

The problem with this thread is that posters like Autolatry and Cesspot suggest that the objections are disregarded but give no valid reason for doing so.

I too am 36 and object vehemently to the desecration of our Historis City Architectute to be replaced with metal and glass boxes with a life-span of about 15 years.

Rather than putting all those posters with a true love for their City down, stop and pick up a book of Photos of Bradford in, say the 1960s. Century old Buildings can be seen housing thriving businesses. However,l in the last 50 years or so, the City has been submitted to waves of mindless destruction fo the sake of contemporary Councillors making their mark on the City.

There is no question that the exo-skeleton of the Odeon could be utilised for a new purpose However, the likes of Kris Hopkins, Adrian Naylor and Anne Hawkesworth would rather build for NOW with no respect for the PAST and no respect for the FUTURE. What legacy are they leaving when the buildings they impose on the Cityscape stand vacant and derelict in just a couple of decades' time? They should use the materials that their predecessors have given them.

Before you disregard the above as the rantings of a lunatic, just look at the semi-derelict Yorkshire Building Society Tower and the like now, or look at the now demolished Foster Square which itself foolishly replaced Buildings with Fantastic Architecture which had every chance of standing for decades.
