‘I want to see the best for Bradford folk’

The district's new regeneration chief says he is confident Bradford will not get into the same situation as Leeds, where 30 per cent of city centre apartments stand empty.

Councillor Adrian Naylor, Bradford Council's new executive member for regeneration, said the "extremely good" timing of Bradford's regeneration initiative would allow the city to learn from the mistakes of its neighbour.

He said: "Leeds is getting to the point where, in the next few years, it reaches its maximum potential for this cycle of development, so Bradford is the natural progression.

"Our timing is extremely good in that we have seen Leeds develop and end up with 4,000-plus flats that have no occupants at the minute.

"We are about to start on so many projects and can take into account what's happened in Leeds.

"The difference is we are not committed to ad-hoc growth. We have a masterplan."

Coun Naylor used his first full interview in his new role to stress his passion for Bradford and his belief in the district's potential. He took over the Council's regeneration remit from Coun Andrew Mallinson, who was sacked last month.

Coun Naylor said: "I want to see the best for Bradford people. It's an exciting time to take on this role because the regeneration of Bradford is gathering pace and plans are becoming reality."

The 48-year-old said he believed his experience working for large companies and running a small family business will stand him in good stead for the role.

Born in Wigan, he moved to the district in 1978 and studied economics at the University of Bradford, where he met his wife Clare.

He worked for the Deloitte & Touche accountancy company in Bradford, before moving to the Halifax Bank.

He then spent a decade with Skipton Building Society before setting up a family pharmacy business with his wife, acquiring branches in Brighouse, North Yorkshire and Lancashire.

He said: "It's a very relevant background. This role is a natural fit for what I have done in the past.

"Regeneration is not just about a place. It's about people feeling good about where they live, then having confidence in terms of what they are doing.

"It's a bit of an Americanism, but you need to create the can-do' attitude where entrepreneurs are buying into the regeneration."

Coun Naylor got involved in politics three years ago when he joined Silsden Town Council. He then won a by-election for a seat in Bradford Council's Craven ward in 2006.

Since becoming a councillor, he has been keen to find out as much as possible about a councillor's role and, to that end, is just about to gain a Masters in politics.

Coun Naylor spent a year as chairman of the Shipley Area Planning Panel, dealing with large applications such as Myrtle Walk and the Bingley Technology Park.

In Silsden, he has pushed for money to revamp certain sections of the town hall to create more of a community resource for residents.

I guess he's not counted how many flats are vacacant at the Gatehaus, the rest of Little Germany, Broadway, Market Street, Stone Street, Manor Row etc etc. Maybe Coun Naylor should ask someone to show him how to use Rightmove, choose the letting section then search Bradford BD1 plus 1/4 of a mile around, there are at least 150, that's equivalent to 1 and a half entire blocks of flats being vacant (for example Landmark House contains 100 flats). And when the planned 700 odd more are built, considering many of the new one are prices higher than resales, I'm sure that'll make the vacant apartment situation even worse.

I think Bradford needs to be cautious (especially in today's climate) however it still has developer confidence and its prices have not been too badly hit (as of yet), which means there is still scope for this type of development.

We wait and see I suppose.

I would have said a 30% discount on £350,000 is badly hit and is probably why the company concerned is closing 11 out of 33 offices in the UK.

Cllr Naylor, you have inherited a mish mash of masterplans, a mirrorlake that no one wants and a degenerating bomb site of a city centre. Your task is not to wait and see if prices drop in Leeds - incidentally now the largest financial centre outside of London - its to come up with a unique selling point for our city. Make a start by deleting the projects that will never be built ; engage with other public sector providers and give us a quick win that will restore confidence in the city. Otherwise you will having your 30 second interview with the Leader in the near future.......

Interestingly in addition to the 150 or so vacant apartments needing tenants. There are also over 200 apartments trying to be sold off by investors, many at a loss, just in BD1 + 1/4 miles radius. Considering Halifax refuse to list Bradford apartments for new sellers any more, and William H Brown and Whitegates are reluctant to list over 100k. It would be nice if Coun Naylor would understand there is an issue, the fact no plans have been delivered to reality, despite the first apartments being in place almost 5 years since and there is still no doctor, no dentist, few late opening shops and no parking for residents, it's a city that cannot provide any service for owner occupiers.

The adhoc building in Leeds is in fact a success and has delivered more than Bradford. Plans are good and well but when many of them are planned on money that doesn't exist such as lottery funding, they are worthless. I have many plans for when I win the lottery, but they are dreams also...

Anyone who has bought a flat in the town center clearly has more money than sense.

It doesn't take a genius to see that these flats wouldn't be in high demand. Nice flats totally wrong location. It's liking having a time share in Baghdad.
