Six out of ten drivers 'not insured'

Bradford's "suburbs of shame" are the worst in West Yorkshire for people driving without insurance, according to alarming new figures.

A postcode breakdown of uninsured vehicles reveals that Bradford contains the four worst areas in the county.

The Motor Insurers' Bureau, which compiled the figures, estimates there are 30,500 uninsured vehicles across the Bradford district.

The BD3 area, comprising Barkerend, Bradford Moor and Thornbury, tops West York-shire's league of shame, with 4,403 uninsured vehicles, which equates to 57.3 per cent of all vehicles in that postcode area.

The BD8 area, which covers Girlington, Manningham and Lower Grange, is the second worst in West Yorkshire, with 42.7 per cent of vehicles uninsured.

The BD5 area, which takes in Little Horton and West Bowling, and BD7, including Great Horton and Lidget Green, are the third and fourth worst.

The figures have prompted Councillor Martin Smith, Bradford Council's portfolio holder for community safety, to call on the police to be more proactive in tackling the problem.

He said: "The thing that worries me is that the person on the receiving end of the accident has no recourse if the other driver is uninsured.

"It's an area where we need our forces in blue to do a bit more.

"I would urge the police to be more proactive because there are obviously a number of serious safety issues involved. I am surprised the figure is that high."

West Yorkshire Police said the use of Automatic Number Plate Recognition (ANPR) equipment, linked to a database of insurance companies, was the main proactive way of combating uninsured drivers.

A force spokesman said: "The use of ANPR has had a noticeable effect on the number of uninsured vehicles on the roads in West Yorkshire.

"Last year West Yorkshire Police seized 10,248 vehicles from the roads.

"ANPR is a screen fitted into a police car or van which is linked up to a database of all insurance companies and also to the police national computer.

"It monitors all passing vehicles and flags up any without insurance. These are then double-checked and the vehicle is stopped, and if no valid insurance is produced the vehicle will be seized.

"The owner of the vehicle then has seven working days to produce valid insurance, if they don't the vehicle will either be crushed or sold at auction to regain the costs."

Philip Gwynne, of West Yorkshire Casualty Reduction Partnership, dubbed the worst-hit areas "the suburbs of shame."

He said: "People who drive uninsured, and therefore illegally, are more likely to be involved in crashes because they just don't care, and that's borne out by the figures.

"Most of these areas are home to unemployed, socially-excluded people of low educational attainment who have grown up with a sub-culture where they don't give a damn about being compliant.

"While the technology and the checks do exist within West Yorkshire, the police can't be out all day checking for uninsured vehicles because they have other things to do.

"It's true that the police are the enforcing authority, but the rest of society can't just look the other way and leave it to the police to sort out.

"Where are the parents and neighbours? They must have a good idea if people they know are off driving without insurance."

Mr Gwynne added that insurance companies were not entirely without blame.

"Insurance companies are aware of the number of accidents involving young drivers, so they put the premiums up. The theory is that it will price them off the roads, but it doesn't. Many of them just drive without insurance instead," said Mr Gwynne.

If the use of ANPR was of the slightest use then there would not be that many uninsured vehicles.It obviously does not work the way it is being used.You only have to travel along Killinghall road to see the untaxed,uninsured cars no seat belts being used what you will not see is any police presence.

It does not take a brain surgeoan to work out if Police put a ANPR trap on that road one in two cars stopped would be illegal.

How many crushed cars in a concentrated area would it take to gte the message around? Not a lot.

Why will the Police not act? As Burglar says above if it was Bongley or Baildon they would be on it like a rash.

Racial prejudice by the Police, or are they admitting to no-go areas in our City?

This really frustrates me. I have a motorcycle that is off the road. I forgot to SORN it this year. Consequently I am getting lots of mail from vehicle licensing and I have had to pay a penalty; 10 times what it costs to actually tax the cycle for a full year on the road. The bike is in bits in the garage.
Yet so many people actually drive with no tax, no insurance and nothing appears to be done. If one of these uninsured drivers kills someone while driving what then for the family of the victim. The cars should be stopped and crushed. I have two other vehicles fully taxed insured and serviced and yes it costs but I would not drive without insurance.

There should be no reason why there are 50% uninsured vehicles on our roads!

I think its funny that Philip Gwynne should have a comment. Its not like Speed Cameras help with this problem. Infact they help to keep these drivers on the road because there are less and less police on the roads these days due to more and more scameras

There is too much red tape for the police to deal with. If they stop a car they believe to have no insurance then the driver has to admit it for the car to be seized!! This is due to all the faults with the system not the police.
The other point would be that getting charged with no insurance is 6 points and £200 fine. My car insurance is £400. Where's the logic.

How many of them are illegeal in the areas mentioned due to drivers not wearing belts, talking on their mobiles and having about 6 kids jumping around in the back seat. And, they don't hide it! In fact, if you look at them, they look at you as if you're doing something wrong! They obviously don't give a dam - unless of course you were to crash into there wall or hit one of their cars. By the way, after moving to where I live now from Bradford, my car insurance dropped by £500 and my husbands by just under £700 - having said that, I don't live in the middle of criminals, drugs, violence and general thuggery. I have witnessed one 'road rage' incident since being here (2 years) and was literal, finger wagging. I feel extremely sorry for all the legal, descent, honest and hard working folk in Bradford.

How many of them are illegeal in the areas mentioned due to drivers not wearing belts, talking on their mobiles and having about 6 kids jumping around in the back seat. And, they don't hide it! In fact, if you look at them, they look at you as if you're doing something wrong! They obviously don't give a dam - unless of course you were to crash into there wall or hit one of their cars. This is a prime example of the law being there but the desire to implement it being absent. If the police were able to keep some of the proceeds of fines then there would not be a resourcing issue any more. Fines should be twice the cost of insurance - which means a young lad in a Subaru would be paying a huge fine, some of which could be used to fund the team that caught him. Inlike many, I support the use of speed cameras, its just a shame that the police arent using the time that they free up more productively. A massive crackdown is needed with plenty of cars crushed or impounded and sold. Only by making it clear to these people that there are no excuses will we improve matters. The attitude of the police over this beggars belief.

Did you wintess the massive traffic warden pressence at the weekend in town?? they were out in their droves ticketing cars checking disabled bages etc - my point is a concerted effort is required - it happened once in heaton loads of cars clamped due to non payment of road tax- surley there is a power to do this in all areas. ?? its a shame man real shame - i drive so slow as some cars just brake in front of u willy nilly - or turn left and suddenly brake so u would hit them in the back all acts of drivers out to make a quick buck - I live in BD9 - think I will avoid driving through the areas mentioned!!

these figures are a disgrace. Action must be taken to remove these cars from the our roads, it simply beggars belief that the Police could have access to this information yet fail to act upon it. A policy of zero tolerance should be adopted, close one street off at a time and ensure every vehicle on that street is fullt taxed and insured. Word would soon get round and these drivers would do the right thing. Why is the Chief Constable not being made to account for this deriliction of duty?

Completely agree with all comments - why the hell should we have to foot the bill for all those who don't pay? The eastern european issue is a huge problem too. People buy cheap cars with MOT and tax and just don't bother to insure, because even if they do get stopped a few times, the fines add up to much less than the insurance. My hubby emigrated here nearly 10 years ago and we paid the most ridiculous amounts of money in insurance for him, but we did, because that's the law. Quite obviously there is no respect for the law here otherwise people would take heed. Crush the car as soon as they are pulled over and found to have no insurance. Love the idea of targetting a street at a time. Zero tolerance, you don't have insurance and the relevant documents it goes straight in the crusher, no second chances, it's not as if people don't know what they should have. I frequently have to drive in and through the areas mentioned and wonder what the outcome would be if I am hit by one of these drivers. I agree with all the above posts - zero tolerance. At least that way if some idiot runs into you you have a guarantee they are insured third party. It is no surprise to see where the areas are, the state of driving in the said areas goes to show that the divers have never had a driving lesson either, its a case of pot luck...traffic lights go to red....cars stream through, right hand lane has less traffic so why wait, just go straight ahead in the right turn lane....perhaps its the governments ploy to get us all on the bus, to avoid the state of driving in Bradford, its a devil though when I feel obliged to warn people not local to Bradford, to forget the highway code once they are here !!!

It is no surprise to see where the areas are, the state of driving in the said areas goes to show that the divers have never had a driving lesson either, its a case of pot luck...traffic lights go to red....cars stream through, right hand lane has less traffic so why wait, just go straight ahead in the right turn lane....perhaps its the governments ploy to get us all on the bus, to avoid the state of driving in Bradford, its a devil though when I feel obliged to warn people not local to Bradford, to forget the highway code once they are here !!!

Speed cameras only add to the problem by making it worthwhile not to register the vehicle with the DVLA so avoiding tax, insurance and an MOT.

Has anyone else noticed that the main postcodes, BD3, BD8, BD5 & BD7 are the most heavily Asian and imigrant populated areas. Makes you wonder doesn't it.

a: they need more cars with this equipment..or the ability to do more road blocks...both of which cost money and resources that the government will not give them.

b: as mentioned by one post....the judges don't hand down tough enough sentences

c: the paperwork involved

Did you wintess the massive traffic warden pressence at the weekend in town?? they were out in their droves ticketing cars checking disabled bages etc - my point is a concerted effort is required - it happened once in heaton loads of cars clamped due to non payment of road tax- surley there is a power to do this in all areas. ?? its a shame man real shame - i drive so slow as some cars just brake in front of u willy nilly - or turn left and suddenly brake so u would hit them in the back all acts of drivers out to make a quick buck - I live in BD9 - think I will avoid driving through the areas mentioned!!
I totally agree with the comments made here. The police are always carrying out one day operations. The point is you then don't see another police officer until another operation is carried out.

How many times do PCSO's get removed from their local area to work on one of these operations ?

With proper community policing their would be no need for special obs as their would be officers on the ground stopping things getting out of control.

I’m sure I’m not alone on this site in saying I have been a victim of the actions of an uninsured driver’s hit and run policy. Luckily I’m only a few hundred pounds out of pocket in funding a repair bill to some bent metal. That’s insignificant to the life long human suffering so many victims have to endure following a loved one being killed or incapacitated by this cancer in our City.
I fully endorse previous comments suggesting the Police should now run and be seen to be running high profile stings on the most prolific areas of non compliance.
Whereas before it could have been said that much of the evidence supporting the areas of non compliance was anecdotal, now with the actual statistics produced by the Motor Insurers Bureau to substantiate what we all knew already there can be no excuse for apathy or inaction.
Point taken that one roadside check can take 45 minutes of Police time and a car supposedly cannot be seized unless an admission of no insurance is made but with such disgraceful statistics once more blighting the City of Bradford’s name, surely the Chief Constable can apply for a dispensation to take effective and decisive action on a scale conducive with the size of the problem??

Four police cars to answer 999 calls and all the other incidents that are reported in that time. It takes about 20 minutes to go through the procedure of reporting someone for no insurance and then when this is done the officer has to wait 30 minutes for the recovery truck. So yes it takes about 45 minutes to an hour PER VEHICLE. Then the officer has to spend another 30 minutes doing paperwork in the station in connection with the seizure in order that the person can go to court. The problem is not enough police officers actually on the street and the bureaucracy that goes with tackling this.

The jury is still out on whether it was the insurance company or the broker who forgot to post our insurance on the police database. They took the money though and charged us £90 extra for having a BD3 postcode. And I hope Rudy Tanghe is not watching his equipment when he should be watching the road. Get the uninsured cars off the road, but make sure they are uninsured. And I'd feel safer if there were two police in the car with all that equipment chasing miscreants.

Gees, there are so many muppets on here.
Firstly the stock answer for the majority of the public is to 'stop wasting time going after motorist's and to go after real criminals, like rapist's and burglars'.
This is never more clear than when I have taken a car off someone for no insurance or issued a ticket for a road traffic offence.
Secondly, officers are not scared to enforce the law or upset criminals, that is what we love to do, along with serve our role professionally.
We don't choose the laws, but we have to abide by them or face criminal proceedings ourselves and are accountable for everything we do.
Yes we are overstretched due to government priorities, set by the very same people who have no targets to show what their performance is like for running the country/cities.
Overall, I find the whole issue of being afraid comical (Mr T - Queensbury). I would like understand what you mean and your proof, because what I believe is this is an opinion based on nothing with no value.
At the end of the day, I don't go to work for people's praise, I do it because I make a difference, alot of it you will never know, understand or see as you are tucked up with your teddy's.

Firstly the stock answer for the majority of the public is to 'stop wasting time going after motorist's and to go after real criminals, like rapist's and burglars'.
This is never more clear than when I have taken a car off someone for no insurance or issued a ticket for a road traffic offence.

I believe the Police need some help. There is a website called askmid.com that checks to see if a car is insured. I noted 3 cars today that I thought were not insured, and I was correct. I will be passing the details onto the Police - and may put a big sticker on the car saying that it is not insured.

I think the only way for the Police to take note is for us to list the street and the number of cars that are not insured. If enough of us do it they will have to be seen to be doing something about it. I'll try and get some numbers later today.
