A BRAZEN fly-tipper has been ordered to pay more than £1,000 after illegally dumping rubbish three times – on his own street.

CCTV cameras caught Ladislav Demeter, 41, in the act as he off-loaded rubbish on a grass verge on his street in Barkerend.

Demeter, who has since moved to Fitzroy Road, also in Barkerend, admitted three offences of depositing controlled waste.

Council Prosecutor Harjit Ryatt told Bradford magistrates that CCTV cameras had been installed in the area because of repeated fly-tipping.

Demeter was caught on camera three times on the same day in October 2016 as he dumped rubbish, including two mattresses, a picture frame and pieces of cardboard, onto the verge.

A still picture was taken from the CCTV and a council Enforcement Officer showed it to neighbours – who identified Demeter as the person responsible.

When interviewed by council officers, he admitted he was the individual in the film footage.

Demeter said he thought that the area was a legitimate collection point for rubbish as he had seen other people dumping items there, which were later cleared away by council workers.

He was fined £400 with costs of £875 and a £40 victim surcharge.

Councillor Sarah Ferriby, Bradford Council’s executive member for Environment, Sport and Culture, said: “We want to send a loud and clear message to fly-tippers that we will do our utmost to catch them.

“Their behaviour shows that they are quite prepared to treat their own communities with utter contempt.

“There is no excuse for dumping on your own or other people’s doorsteps.

“If you see fly-tipping taking place, please note down as many details as possible, including vehicle licence plate numbers and inform the council.”

Councillor Imran Khan (Lab, Bowling and Barkerend) condemned Demeter’s actions.

He said: “I’m pleased that the council has taken action – and will continue to take action against anyone who fly-tips.

“It’s a problem within the Barkerend area, but there is absolutely no reason or explanation for people to do so.

“I would encourage any witnesses to report it so we can take necessary action.”

Cllr Khan said fly-tipping was an issue which had been raised with him on a number of occasions.

He added: “It’s about people taking responsibility for their own area.”

And speaking about those who flout the rules, he said: “I think they are being extremely unfair.

“They need to stop fly-tipping. There are opportunities there for people to dispose of their waste in appropriate ways and I would encourage them to do that.”
