CONCERNS over controversial changes to parking charge arrangements across the district have been revealed in a report due to be discussed by councillors next week.

The proposals include the introduction of parking charges at St Ives in Bingley, and charging periods in certain Bingley car parks being extended to after 6pm and on Sundays.

Other changes will affect car parks in Shipley, Wilsden and Ilkley Lido.

The plans will also see a discount introduced in the city centre Crown Court car park for people wanting to charge electric cars at 60p-an-hour, for up to two hours, instead of having to pay the full day price.

Bradford Council’s Executive has been advised to overrule the objections and the report says: “It is anticipated that the amendments to charges, the removal of free periods for parking and the introduction of charges referred to in this report will result in £13,000 additional income.

“If any of the changes are not made, mitigating action to achieve the income will need to be taken.”

In Bingley, there are fears the changes could result in a loss of trade for local businesses, could lead to congestion on residential streets and the possibility of shop closures. People also raised concerns about the impact on elderly people or people with mobility issues and how it may stop people visiting restaurants or other activities in the town.

In response, officers said: “We do not expect that minimal parking charges will reduce footfall and affect businesses.

“We have previously made amendments to parking arrangements, such as removal of free periods. There has not been a decrease of usage at these car parks. Additionally, businesses have not reported any negative impacts.”

The report says the income generated will continue to be reinvested to improve parking provision and that free parking will still be available on street and at Victoria Car Park.

Back in 2016, proposals for St Ives were met with fierce opposition and despite a petition calling for a rethink, Bradford Council said it would push ahead with the plans.

Objectors said charges could deter visitors, volunteers, those wishing to exercise as well as people with mobility issues.

In the report, officers have outlined approximately 20 free, two hour maximum stay bays, will be available at each entrance.

They said: “Charging will allow investment in the car park and access road and release other funds for improvements.

“Investment that improves the visitor offer at St Ives is expected to continue to attract visitors.”

Objections to changes at Ilkley Lido, Shipley Pool and Wilsden were also received and will be discussed by councillors.

A decision on the proposals will be made when the Executive meets at 10.30am in City Hall on Tuesday, June 12.
