A CARE home has been told it remains in special measures following an inspection by the Care Quality Commission (CQC).

The health watchdog made an unannounced visit to Oakleigh Care Home, Clayton, in November last year.

The home, at Oakleigh Road, was placed in special measures last year following an inspection in May 2017.

At the time, the overall rating for the home was requires improvement, but this has now been downgraded to inadequate.

It has also been branded inadequate in markers relating to safety and leadership.

Oakleigh accommodates a maximum of 29 people.

A report said the CQC was informed of a safeguarding concern in July 2017, which was referred to the local authority safeguarding team.

The report said: “The safeguarding authority informed us they had concluded, on the balance of probabilities, the allegation was substantiated.

“They noted the provider had not worked with them in a cooperative way to ensure the allegations were properly investigated without undue delay.”

They said this demonstrated a failure to ensure systems were operated effectively to investigate allegations of abuse.

Inspectors highlighted one incident where a resident’s assessment detailed a recent history of falls, but a falls risk assessment which was completed in the same month said they were at ‘low risk’ of falls.

Their report added: “We found the provider had not taken suitable action to be sure agency workers had been properly checked before they started working in the home.

“For the most part people’s medicines were managed safely. However, there was a risk of overuse of medication by staff who were not familiar with people’s needs.”

It also outlined that risks to people’s safety and welfare were not always well managed and residents were not always supported to plan for their end of life care.

However the home was judged to be good in the caring category, with staff treating people with dignity and respect. Inspectors said residents told them there were enough staff and they felt safe.
