A MAJOR retail-led regeneration scheme which is expected to create 185 new jobs has been lodged with planners.

The application – for the former Fields printers and packaging site, at Scott Works, in Hollingwood Lane, Lidget Green, features a multi-retail development including Aldi and Home Bargains stores, a number of smaller retail units, and a Marston’s family pub, restaurant and drive-thru restaurant.

The 2.58-hectare cleared development site, with trees and hedges along three boundaries, is now owned by Multi Packaging Solutions UK Ltd.

A disused railway cutting forms the southernmost portion of the site, where fly-tipping is understood to occur.

The planning application was lodged with Bradford Council’s last week.

In their submission, agents Quora Bradford Ltd state the area is “dominated by large main foodstores, with discounter retailers poorly represented”.

“The need for competition and choice in the area is vital as the area has low car ownership and below average incomes,” they say.

The agents state an impact assessment has been carried out and are happy there are no family pub/restaurants within the catchment area for the development to affect.

Similarly, they say trade diversion for two drive-thrus in the Girlington district would be minimal and neither the retail nor leisure impacts would be adverse.

An assessment was undertaken to demonstrate no other suitable site more centrally located was available.

The site was granted planning permission in 2007 for residential use and this approval was renewed in 2010 subject to a 106 legal agreement relating to affordable housing, open space and recreation.

It is understood that permission has again lapsed.

The agent states the proposal will bring about “significant positive environmental improvements” as well as create 185 jobs.

The applicant would be willing to enter into a Local Labour Agreement, where commitment is assured to try and recruit and procure services locally.
