Bradford Council is preparing for budget cuts of £120 million over the next four years.
Council leader David Green called the proposals "gut-wrenching" but he also warned the situation could get even worse when details of Chancellor George Osborne's Autumn Statement are revealed tomorrow.
The Labour group, which runs the Council, has now produced a draft budget to go before its executive next week before the plans are put out to public consultation.
Cllr Green told the Telegraph & Argus that £60m needed to be cut over the next two years with the proposed budget covering everything bar a £6m shortfall, which still needed to be identified for 2017/18.
The main cuts could be:
1. Adult services: Proposed review with services set to be delivered by fewer staff;
2. Children's services: £5m savings including giving schools more responsibility for leading their own improvement;
3. Environment, Sport, and Culture: Withdrawal of Council funding for 120 PCSOs, and changes to waste collection and disposal, youth, and library services;
4. Regeneration: Selected street lights turned off between midnight and 5am, and priority status for winter gritting reduced from 62 per cent to 42 per cent of the district's roads;
5. Voluntary and Community Sector: Removal of rate relief for non-profit organisations and a review and de-commission of Council advice services;
6. Corporate Services: Further staffing reductions in Council support services.
