Senior councillors in Bradford appear to be delivering the goods when it comes to attendance at meetings.

Most of the chairmen of the local authority’s various committees had a 100 per cent attendance record. And where there were absences, reasons varied from illness and hospital appointments to extra duties.

The figures have been released under the Freedom of Information Act and also detail special responsibility pay levels for the councillors.

Council leader David Green (Lab, Wibsey) attended 11 out of 12 meetings as chairman of the executive, receiving £36,259 as leader.

Councillor Lynne Smith (Lab, Wibsey) was at eight of nine meetings as chairman of the governance and audit committee, receiving £12,690. She said she missed a meeting because she was ill and points out that the job of chairman is broader than simply chairing the meeting.

Councillor Sinead Engel (Lab, Clayton and Fairweather Green) was at eight out of ten employee appeals panel meetings, receiving £7,252. She said an appeal can last a number of days and involves detailed paperwork. In addition, she said, she attends a large number of other meetings.

Councillor David Warburton (Lab, Wyke) had a clean 14 out of 14 record as chairman of regulatory and appeals. But he added he also visits every planning application site on his agenda.

Councillor Doreen Lee (Lab, Keighley East) missed two of eight meetings and the Keighey and Shipley area planning panel due to hospital appointments.

As chairman of the education appeals panel, Councillor Vanda Greenwood (Lab, Windhill and Wrose) attended 16 out of 19 meetings. Her special allowance is £7,252. She pointed out that she also attends legal briefings, reads appeal papers and goes to public consultations with officers. This in addition to attendance at other meetings.

The councillor with the worst record was Mohammed Shafiq (Lab, Bradford Moor), chairman of the Bradford East area committee. He attended four out of seven meetings, with a special responsibility allowance of £12,690. Councillor Nazam Azam (Lab, City) was not called upon as chairman of the social services appeals panel. This is because no formal meetings were convened due to complaints being resolved at an early stage of the complaints process.

Coun Azam is also deputy chairman of the education appeals panel and has stood in for the chairman. He also goes to the regeneration and economy overview and scrutiny and Bradford West area committees.

His special responsibility allowance is £5,439.
