Bradford Council has rejected plans for a new shop on a residential road in Thornbury saying it could cause dangerous traffic conditions.
The application, by M Ditta, would have seen 30 Killinghall Road converted from a house to a shop.
But planning officers have refused the application, because shoppers would have to park on the busy road.
The planning report said: “Killinghall Road is an extremely busy classified road and also forms part of the city's outer ring road.
“No off-street parking is offered as part of this application and none are available.
"The result would be vehicles having to overtake close a central refuge point leading to highway safety concerns.
“While there are parking restrictions through the day, approving a retail use in this location would likely result in indiscriminate parking for short periods of time, which is evidenced from the adjoining takeaway.”
