Plan to convert building in Bradford refused

A planning application to change the use of a Bradford building from offices to residential has been refused.
The property in question was Forster Place, 1 Singleton Street, Manningham.
A planning officer’s report said: “The development is located within flood zone 3 where the flood risk from rivers is classified as 'high', according to the Environment Agency’s flood maps. The change of use from office to residential at the site would result in an increase in the vulnerability classification from a flood risk perspective.”
