Bradford Council is set to overspend on its budget by £1 million this year, with people spending less at its theatres and sports centres.
The 2013-14 budget requires Council departments to make combined savings of £29m. But £3.5m of these planned savings are now categorised as “at risk” of not being delivered.
This means the Council has been forced to find other savings elsewhere to compensate.
A report, by director of finance Stuart McKinnon-Evans, reveals that the real problem lies not with an overspend on services, but a lack of income coming in from places like sports centres and theatres.
He said: “A clear picture is emerging of the Council controlling expenditure well, but struggling to deliver income targets.”
He said the sports and leisure department was facing a shortfall in income of almost £300,000, calling it “a service which has been particularly adversely affected by a reduced usage of facilities”.
Mr McKinnon-Evans said the Council’s regeneration and culture department was similarly struggling, especially in areas such as theatres, catering sales and planning fees. The Council’s adult and community services are expected to overspend by £1.8 million, mainly because of care budgets.
Its regeneration and culture department is predicting a £1.4 million overspend, with school catering income down £500,000, and an underperformance of £300,000 in markets and theatres, among other factors.
And the environment and sport department is set to go half a million pounds over budget.
This is offset by other departments, such as children’s services, and revenues and benefits, which are expecting to be under budget.
The matter will be discussed at the next corporate overview and scrutiny committee meeting on Thursday.
