Police in warning over blocked paths

Neighbours in Bradford who block paths with inconsiderate parking, bins or building material are being warned they could face police action.
West Yorkshire Police and partner agencies are working with groups in the city – including those which support blind, partially-sighted and disabled people – to raise awareness of the problems.
Inspector Andrew Addy, of Tong and Wyke Neighbourhood Policing Team, said: “Blocking a right of way is a form of anti-social behaviour.
“During Tackling Anti Social Behaviour Together Week, we are working with Bradford Council and othergroups to raise awareness. Those who ignore warnings could face a ticket.”

Everyone in our street put their bins out and put then right up against the wall not to block the pavement, the bin me come round and just leave them scattered all over the place with many not removed until the household return from work later in the day.
I'm presuming this can't be seen as the households fault.
Bin bags should be placed next to bin not stacked on top of bin "do try to recycle and then you may not need litter the streets with split rubbish bags".
This myth of the binman of the past been a grafter is rubbish he wouldn't survive a bin round of today they dont do 500 bins a day anymore.

Bone idle, when my father was a binman it was round the back of the house galvanised dustbin no wheels lifted emptied and returned round the rear of the house! This lot today sometimes cannot be bothered to put it onto the wagon hooks and press the empty button!
Not one person on this has mentioned that other things are on walkways that are meant for roads are also a bigger problem but you would rather blame the binman when in reality you probably get woken up by a refuse wagon to early say 11 oclock or he couldn't do your street as they were cars double parked of maybe the snow and ice stopped the wagon maybe your annoyed that since wheeled bins came in you have to get up early and get your own bin out.or maybe you just don't like the fact he has a good paid and satisfying job and you dont.
