Street trading rule to be launched
Street trading could be restricted in the centre of Bingley after the creation of a new town square.
The proposals, which will be determined next week, will bring Bingley in line with Bradford city centre, and the centres of Keighley, Shipley and Saltaire.
Bingley town centre manager David Dinsey has called for the prohibited area to be established with certain spots available for trading on the street with permission.
Bradford Council's miscellaneous licences panel will determine the application on Tuesday.
Mr Dinsey said: "With the provision of the new town square it is now felt necessary to also establish some measure of control over street trading activities within the town centre, by establishing a prohibited trading area and consent areas within that.
"Historically, the land now occupied by the new town square is owned by the Council. However it was leased to Bradford & Bingley in the 70s and leased back to the Council for maintenance.
"While in negotiations with Bradford & Bingley regarding its usage it expressed its concerns that the area did not attract an excess of unlicensed traders, which has resulted in problems and complaints in other areas within the district.
"This has also been endorsed by the Bingley Chamber of Trade.
"This is the reasoning behind obtaining consent areas to control such usage." A report to the meeting states that street trading has been prohibited since 1985, then licensing or consent was given to a number of streets in 1994, 2000 and 2001.
The proposed prohibited area in Bingley would run from just above Millgate down to Ferncliffe Road.
There would be two areas of consent - the new town square and another strip the other side of the Main Street shops at Wellington Street. The £1 million square was opened on Good Friday by the Lord Mayor of Bradford, Councillor Robin Owens. It follows months of work to create a safer main street for pedestrians and the introduction of the square.
Outdoor markets are being planned for a Wednesday, Friday and Saturday.
If councillors agree to impose the new rules a notice will have to be published allowing 28 days for representations.
The meeting takes place at City Hall from 10am.
