A man will have to pay nearly £500 towards a new boiler because a Government grant which claims to cover the cost of heating homes for people on low incomes has not kept pace with inflation.
Mushtaq Hussein, of Thornbury, Bradford, applied for a Warm Front Grant to pay for the new boiler, but he was told that even though he had qualified for the full grant of £2,700, but he would have to pay £482.
Warm Front said the grant was set up in 2000 and was worth £2,500, and raised to £2,700 in 2005. The Retail Price Index has climbed by 20 per cent since 2000, leaving many on low incomes struggling to heat their homes. If the grant had kept pace with the Retail Price Index, it would now be worth £3,000, leaving Mr Hussein with a much smaller excess of around £180.
Mr Hussein, 55, who lives with wife and three children aged 31, 21 and 13, said: "I'm asking for one boiler. I don't want full central heating.
"I cannot afford that extra money. When I saw the letter I nearly had a heart attack. I was really upset.
"We have a faulty boiler at the moment - it has been cold all winter. We had a £400 gas bill for three months and we couldn't afford the bills so we kept the radiators off.
"Me and my wife have diabetes and I have high blood pressure so it's just not healthy."
The Warm Front Grant is administered on behalf of the Department for the Environment, Food and Rural Affairs (DEFRA) and is designed to help make more homes warmer, healthier and more energy efficient.
The Warm Front team establishes a person's eligibility, makes an assessment of their home and the costs of any work needed, then carries out the work using in-house experts.
A DEFRA spokesman said: "It is a set amount. It goes up because we review it and we have to review it because prices do change. It is not like everyone has the same home. But it is better that money is targeted at more people. The main thing is that we are using the scheme to help as many people as possible.
"There are people who are in the margins and we take these into account as part of the review, to capture cases like this. It's a huge scheme and it is not always 100 per cent."
DEFRA said a review was taking place and that there should be a new amount by the end of the year.
A Help the Aged spokesman said: "The Warm Front scheme is proving to be less and less adequate for the work which is needed to make people's homes warm. "They do need to look again at the levels of grant which are available to do the work which needs to be done."

so judgemental. how do you know how long this man has worked for. he could have worked for most of his life before he came ill.but,that is not the point.this type of grant was set up to help mainly people who are disabled.would the people who have left comments not want any help when they fell ill?they have worked all their life and would be entitled if they were long term ill or disabled.it,illness,
can really happen to anyone.it would not be possible for him to get a loan because he will be on benefits due to his illness.not all people who are working can get loans.

surprise surprise i have just tried to apply for this grant as my boiler is also broke and you only qualify for the grant if you are over 60 or on benefits!! Because i work and have kids i get sweet F A as usual. If i was given a choice of the full bill or £482.00 i know which i would choose.

I am a plumber and if Mr Kahn wants to get in touch with me I will supply and fit his boiler and give him new radiators for £2700 and I'll give him £1000 back in cash, it'll only take me a couple of days, then I can have the rest of the week off. It seems the wacko's in the government's Warmfront department are quite prepared to pay 3 times the cost for things like this. Upon searching the internet I found a website selling Condensing Combi Packages inc Boiler, Flue, Clock, Loop, 7 x Compact Radiators and 14 Valves £770.00 inc Vat and Delivery. In wonder how installation costs ?
About the government wake up and do an independent price check.

My parents are both nearly in their 80's they have been waiting for a wall heater which warms their hallway up to their bedroom this is the only source of heating also their back boiler is faulty, warm front technicians told my parents that they would have enough on the grant now they are waiting for an excess letter exactly like Mr Hussein how much will that be My parents have both worked since they were 14 and because my mum stayed at home to look after her family she has only a small pension so most of the bills are paid by my fathers pension they have been without heat since December
they have put an electric heater in the hallway but their electricity bills have trebled the thermometer reads hypothermia levels and they are distressed. I was told by warm front that we should take no notice of the technician but my parents trusted these people ..If grants are available why not have them I think a voucher system would be better then they could use firms who do not rip them off with ridiculous prices..I think Age concern should get more involved with these firms and not just leave it to the elderly and the Goverment should also act on this

I have worked with other diabetics in the past and to be honest, most of them lead such full lives, you would not know they were diabetic unless they told you so - so why are these 'people' allowed to claim 'incapacity benifit? This family has the capability to bring money into the home through hard work. The benefit system in this county is set up wrong, poorly managed. Too many people out there sponge off the hard working members of society. Well I for one of them are sick of it! Get a job!!!!

I Work for a boiler manufacturer and the type of Boiler and radiators in question cant be bought for £770 inc vat & delivery. The boiler alone alone would cost around £650 plus Vat, with the best radiators on the market. The £2700 grant usually covers a 3 bed semi with 5 new rads. It all depends on what is needed and the extras that are requested by the customer. An average 3 bed with 5 rads on the private market would be at least £2700 by any decent installer doing the job well.

I had just a boiler replaced by a warm front grant 2 years ago- basically he can have his boiler replaced only Im sure of this as this was done for me - my raditators stayed in
On anoter note should the story be rewritten Mr Smith of so and so having difficultie with warmfront- NO I dont think so - the issues is about the level of grant that has failing in real terms due to the high prices we pay in the UK - if he wants it and is eligible for it he should get it. £3000 for just a boiler? You are being ripped off big time, Mr Hussein. I got a whole new central heating system in my house for less than that. Trouble is, I had to pay for it myself!

I am not entitled to any grant and would have to pay my own way, I am also diabetic but manage to hold down a full time job, this grant is ment for pensioners who have paid their taxes and are unable to work, not for people who have 3 people of workable age who obviously cant be arsed and think the UK owes them a living.
Get the 13 year old out on a paper round, by next winter you could afford a few electric fires!!

I won't even comment on the grant, but I'm going to see if my 86 year old mother can get it. But she worked all her life, so what chance has she?

The point is that £2,700 for the supply and fitting of a boiler for a domestic house is a joke!
Somebody who administers this scheme wants their backside kicking!
No wonder we pay so much tax when we are being ripped off!
The point is that £2,700 for the supply and fitting of a boiler for a domestic house is a joke!
Somebody who administers this scheme wants their backside kicking!
No wonder we pay so much tax when we are being ripped off!

Why the freebies? Let him use a coal fire to keep warm or alternatively they do some cheap electric heaters in most good electrical stores. Hot water is a luxury this sponging family should have to pay for themselves

i agree with with few people here, its his house,he and his family wants to keep warm, they should go out there and buy the boiler and other parts they need. no one should be able to pay for these sort of people when we can help old age pensioners who needs all the help.
cowboy firm who charges are so high,its costing tax's payers, its bad enough with people who has every thing, have you not asked if this family has anything in pakistan, i bet they have properties, money in pakistan, why can't they bring it here and invest in there boiler and heating, rest of us have to.
the rest in the house are not kids, they should go out there for work, instead of not working.

what do you mean ... 'because hes asian' he doesn't look asian he looks more like he's from the middle east not the far east - 'Asian' people are people from China and Japan, not Bangladesh and Pakistan - get your terminology correct.
