KIEV: President Leonid Kravchuk said yesterday he still wanted Ukraine

to rid itself fully of former Soviet nuclear weapons and would ask a new

parliament to reconsider key disarmament treaties. Kravchuk said Ukraine

did not control the strategic warheads on its territory and had no

choice but to give them up. Parliament voted overwhelmingly on Thursday

to approve the Start-1 strategic arms reduction treaty but said the 1991

pact applied only to 42 percent of the 1600 warheads in Ukraine.
